"Always on Top" causes a toolbar to be the topmost item on your
desktop. In other words, it will always be visible and you won't
be able to "cover" it with another window.

Some windows have a setting for this as well, usually "tool"
type windows. The most common place you'll find it is on a menu
on the Windows taskbar. Right-click your taskbar and select
"Properties" then click the box for "Always on top".
